Electrical Routine Test Requirement on MV CONNEX Insulating part

Our contractor procured Plug-in dry type termination kit from a well known manufacturer for 33kV Cable accessories, while asking about Electrical Routine Test certificate, the manufacturer has sent a declaration that, "Electrical Routine Tests on the Main Insulation of MV CONNEX cable connectors is not required in the standard DIN VDE 0278-629-1 resp. IEC60502-4".

I have no idea whether the statement given here referring IEC/VDE is correct.

If you can please guide me on this.

Why is it wrong, then?

Is compliance with the standard a contractual requirement?
