The Effect of Weather Conditions on the Generation of Electrical Energy from Solar Panels

I have 25 Probability of weather conditions during the day from "accuweather.com".
What is the percentage of sun-blocking for each weather condition, regardless of geographical location or season?

It's not only the percentage you need, it's the relationship between the Earth and the Sun at that particular time, and even more confounding, the wavelength because some wavelengths are blocked more than others....Then you need the incidence and reflectivity the albedo...Then after you have all that, you will note that it changes from moment to moment....This is part of the problem with solar pv systems, you never know how much you are going to get or when...

Have a look online for graphs or tables of overall sunshine hours per year for specific areas and use this for design calculations (this is what everyone else does).

For more accurate values you need to check actual historical weather patterns and perform detailed calculation (estimates as it depends on numerous factors including panel angle, panel age and how clean the panel is) or start taking power measurements and build an historical database.

Don't forget to add in the temperature at the panel surface (manufacturer's data should give you a figure for the reduction in efficiency for each degree rise above the optimum in the surface temp), the age of the solar panels as their efficiency degrades over time and the local rain/smog/dust conditions since they were last cleaned because accumulated dirt on the surface of the panels will reduce output.
