Nail it. Use oval brass.

this IS the answer to repairing your fence. i wouldn't mess with the standard polyurethane formula. as it expands it will extrude out of the joint and if the fence is white, you will have to now try to remove the baby food color. PVC adhesive is clear and will bond almost instantly.

A vinyl fence in wildfire prone Southern California does not sound like a good idea to me. As the link shows vinyl can be sufficiently fire resistant so embers won't ignite vinyl but it still burns with flame exposure.

If the fire gets that close, you might have more to worry about than the fence...

My point is not about protecting the fence. If the flames get close to the fence then the burning fence might bring the fire elsewhere. I'm just suggesting that when one anticipates a wildfire, ones home can survive a wildfire.

{Picture is from the 2019 Kincade fire. The image is linked to the article.}

I'm sure a vinyl fence can be used without risking other structures to the effects of a wildfire. I'm also certain a vinyl fence can bring the fire to a structure, too.

He already has the fencing. Do you want him to replace it with a concrete wall or a mud fence?

I want them to consider a wildfire approaching the property for in Southern California one day it will. If they don't care when this fence burns and the burning fence cannot ignite something more valuable then they can glue in gas powered torches for a cap as far as I care.

Putting in a firebreak, metal fencing (gate?) as part of the fence line might be a cost effective answer if they are now realizing the fence could act as a fuse to torch the house.

The vinyl manufacturers recommend PVC Glue.

I installed vinyl deck railing,and I only glued it at the corners with PVC glue.

Easy to remove if needed,but secure enough to hold in high winds.

Plastic pipe cement, for solvent-weld drainage systems.

To answer your original question, yes, you can use original Gorilla glue.

But remember, when "Polyurethane glue expands to three or four times its initial thickness, said Danielle Guido, consumer affairs specialist for Gorilla Glue. “So if you don't clamp it, it pushes the two surfaces apart.”

It will also expand down below the cap of your fence, if not applied sparingly.

i wold nail as I don't trust any glues. You have enough answers to go ahead, but I want to remind readers that vinyl (aka rigid PVC) is flame-retardant, more than any other affordable plastic and certainly more than wood, because it is 56% chlorine in bound form. If heat gets close, it will melt but not flame nor fly around. It is a common water-pipe and drain material, and also used for electrical conduit because it is both electric-insulating AND flame retardant. We engineers should be practical enough to resist the negative popular images of plastics, widely feared as "chemical," a convenient but false synonym for "harmful."

In SoCal if it's white I'd ask the supplier if it has UV stabilizer in addition to white pigment, and if there is a replacement warranty against discoloring in sunlight. He nay not know but he should know whom to ask. If it's black it's OK in the sun.
