A lot of companies,managers and engineers know the importance of energy management but it is the client and not the contractor who suffers. In addition to conducting courses for energy managers/engineers owners of factories.offices etc too should be educated. Consultants/Architects should be punished by DOE if their designs do not incorporate energy/cost saving aspects. So finally the ball in the government's courts making them responsible for not implementing energy management as well as for not punishing energy wasters. Non-engineers could be educated by TV programs.
