I think the Haber-Bosch process goes back a bit further than the "90's". I'm sure I was taught about it in high school chemistry classes in the 1970's and that it was mature technology then.

The idea of localised ammonia production however may have lots of potential uses. I seem to recall reading recently that ammonia may make a comeback as a refrigerant. Making it in the manufacturing plant instead of shipping it by road in bulk would be deeply attractive.
