Well, yes! Just as any adult responsible for the care of a small child picks up containers of poisonous substances and puts them away out of reach of the child, so the plan here is to remove the radioactive material to a much less accessible location, where there is considerably less risk of accidental or deliberate release from environmental or human causes.
