Why not just put 'em on agriculture land. There's plenty available. According to German research, by elevating and proper spacing of the panels, crops can still be grown without any loss of productivity. Construction on land would be a lot cheaper than on water.

It might not matter everywhere, but consideration of the water's surface area to absorb oxygen for water life should not be forgotten.

Many aquatic plants and animals need sunlight too. I wonder if that was considered in the area calculations.
