In other words, fully autonomous vehicles are a pipe dream (for the foreseeable future) unless they are used in well controlled conditions.

And that may be just fine. There are plenty of applications where elderly or disabled could be driven to their doctor's appointment across town, trip to the grocery store, and so on. I support those efforts. It will be a monumental task to eliminate human drivers altogether.
