Ummmm . . . . what about domestic water production and to even a higher degree agricultural irrigation?

The beginning of the USGS web page states, (underline is my emphasis)

"Groundwater depletion, a term often defined as long-term water-level declines caused by sustained groundwater pumping, is a key issue associated with groundwater use. Many areas of the United States are experiencing groundwater depletion."

The linkage between the university study and the USGS data is tenuous at best.
