The author doesn't say, but I think this is about storage of the "used fuel" from a thermal reactor. I want to make sure that people know that this "used fuel" contains a lot of still-usable uranium. A fast neutron (Gen IV) reactor is about 100 times better than a thermal reactor; that is, less waste, less radioactivity that also decays much faster, plus much more efficient use of the uranium-235 fuel--which is in the "used fuel" from thermal reactors and also thorium, uranium-238, and the transuranic actinides which are in the "used fuel" from a thermal reactor.
