Amy, the use of UV-C will allow you to use re-circulated air and provide a means of mitigating the virus. Ventilation is one of the most important tools to fight the effects, but UV-C gives you another arrow in your quiver.

Since most hvac systems other than OR or clean rooms cant be converted to 100% OA

I would use the UV light but make sure sampling is done at one of the outlets , to make sure its working
