I see some hurdles to this concept. Thermoelectric generation is not very efficient, so it is unlikely one can run a 65 W. laptop with a depleted battery on a "zap suit." TE generation is dependent on temperature differences, so output would be near zero when the ambient temperature approaches that of the wearer. That probably doesn't matter, I doubt anybody would want to wear such a thing when the environment is that warm; it would be a barrier to sweat and would cause the wearer to overheat.
