Among other issues, such a structure should at least have (retractable blades ? ) in order to better endure the brutal North Sea weather ...

Looks like a good idea to me. Wouldn't it be pretty at night with dancing lights? The 40 ft. waves of the North Sea have already been tested on semisubmersible drilling rigs. So, it can be done.
