	This article is puerile, and leaves a lot of detail unstated. Where is it? Who, if any, is the hosting institution/s? Who manages the facility? Is there a consortium of nations or institutions associated with the facility? What is the power level of the incident light? When will the facility begin operation? How much longer will the testing phase be? I could go on.
