Example: Any fractionation column & or FCC unit releases gases to flare

What are the parameters & how 12 minutes before emission alarm is sounded after 12 minutes?

To avoid release of hydrocarbon to flare

Example: If Utility CW to condenser. How it is detecting lower CW 12 minutes before?
