This sounds complex, therefore believable. But what are they talking about? Most alloys of SS are known for not rusting, but the first step is to dissolve ions out of the rust layer.

Stainless steel that has been cold worked or just plain crappy stainless steel can convert from an austenite structure to a ferrite which is magnetic and rusts.
