A HIGHER-tech version of tried-n-true "chilled-water" cooling systems!

Assuming the technology works as advertised, how long will it be before the "savings" of nighttime excess generating capacity is used up and the utility decides it no longer needs to offer the discount? This has already happened in my area (MN) to the 'heat storage' discount, which will be discontinued starting in 2018.
