I could see how manufacturers might manipulate these numbers to their advantage, but they still have to sell EVs in order to get those credits. Doesn't adding EVs to the public vehicle fleet tend to replace polluting vehicles that were in the fleet, helping to reduce the polluting of the whole fleet overall?
