Mr. Sauer has been working in national and homeland security programs policy development and implementation for over 30 years. Mr. Sauer is the Managing Principle of PS3 Group, LLC.
PS3 Group, LLC is currently tracking over 100 diseases, toxins, virus', and toxic industrial chemicals world-wide; providing subject matter expertise to officials, management and leadership teams responsible for administering public safety and emergency response "All-Hazards" programs and activities that provide the infrastructure for contemporary research in related activities, resources, planning, training and exercising.
In addition to his executive leadership duties with PS3 Group, he is also currently a Senior Security Consultant, supporting the Department of Homeland Security Chemical Facilities Anti-Terrorism Program.
His background includes a diverse range of emergency preparedness skills including needs & vulnerability assessments, comprehensive reviews, emergency management - planning, training and exercising as well as response operations and Continuity of Operations (COOP) processes for the Departments of Defense (DoD), Homeland Security (DHS), Justice (DOJ), Transportation (DOT), the Environmental Protection Agency (EPA) and the Federal Emergency Management Agency (FEMA) coordinating efforts of integrated preparedness and response operations based on the principles of integration, collaboration, and innovation. Mr. Sauer has participated in policy development and implementation at various levels throughout his career on National as well as state and local-level issues; including the National Response Framework (NRF), National Infrastructure Protection Program (NIPP), Emergency Services Sector Plan, the National Incident Management System (NIMS), Incident Command System (ICS), COOP plans, department directives and instructions, as well as national–level policies affecting first responders in the areas of developing integrated response operations.
Mr. Sauer specializes in using innovative emergency preparedness applications and technology to bring about cultural change in an integrated fashion to help government agencies and major corporations with significant "All Hazards" (natural & technical) events making the best use of their limited resources and gathering/utilizing best practices/lessons learned to achieve organizational performance goals.

Mr. Sauer has been instrumental in assisting Federal, State, Local and private sector teams/partners in developing emergency preparedness, risk management and operational response strategies and tools.
Mr. Sauer has assisted Federal, State, and Local government as well as the private sector during emergent events, natural/man made disasters and National Security Special Events across the United States and foreign partner countries in a wide variety of positions. During these events Mr. Sauer developed strong teams and partnerships through his knowledge and practices of implementing the National Integrated Management System, National Response Plan/Federal Response Plan, Emergency Support Functions, Incident Command System, which contributed greatly to building robust response and operational groups leading to his multiple successes as a disaster professional and leader during catastrophic disaster events. Through his efforts, best practices and lessons learned have been incorporated into a wide variety of emergency planning, training and exercising processes/tools.
