Biography

I've worked at the National Insitute of Standards and Technology (NIST), formerly the National Bureau of Standards (NBS) since 1979. My focus has been state-of-the art measurements of time differences and coordination of National Time Scales. I received my Ph.D. in Mathematical-Physics from the University of Colorado in Boulder in 1981. I co-built the first GPS receiver devoted to nano-second timing, along with Dick Davis) in 1980-81. I've also worked as a consultant to the GPS Joint Program Office since 1980.

I've also chaired the annual Workshop on Synchonization of Telecommunications Systems since 1992.
