Static Charge

what should be the behavior of static charges if accumulated on plate of dielectric and a plate of conductive material.

knowing that it doesn't mater for lightning

On an ideal dielectric plate, the charges pretty much stay where you stick them. On a conductive plate, they will distribute themselves over all the surfaces of the plate in an even fashion.
