Can you give an example or context, I have not come across this particular string of words relating to computer hardware assessment.

Are you by chance inquiring about the suitability of an older machine to upgrade to a newer version of operating system, i.e. installing Windows 7 or 8 on a machine which originally had Windows XP? If so, Microsoft had a program on their site which you could download and run. It would tell you whether your machine was capable of upgrading.

Plain and simple- You get what you paid for. Buy cheap .... You get crap. Spend a few more $$'s and you get better quality and conformity.

Conform or Not Conform

You can pick either of them.
