This really depends on the ocuntry that you are in and how "green" you want to be with the constraint od the compromises that you are prepared to take relative to modern lifestyle.

As a minimum (in Australia) we now run to a BASIX score system that looks at the energy, materials and water use of the proposed building and then prescribes "offset" requirements such as rainwater tanks, passive heating and cooling and so on.

Some countries have similar scoring methods, while others have not moved that far.

Draw it with a green pencil?

Bring a large budget and plan to exceed it. (Green paint is expensive. Del made me say that)

As i thought about it, it could include extreme cheapskate features like multitask-universal equipment and recyclable resource like water and toilet napkins.

First you have to decide what level of commitment you are going to make....

You might want to use a system like LEED, which determines the overall greenness of your building....

Use a lot of green money.

To many possible variations and standards to answer as 'Green' could mean almost anything, from slightly reduced energy usage for a home up to self-sustaining and recyclable skyscraper.
