Lack of cooling or your misunderstanding of the normal operating conditions for this turbocharger. Contact Perkins to see if this is normal, it might just be normal for the load your application.

injection and valve timing needed to be corrected or synchronized as well as valve and cam clearances to be tuned up
if its intercooled or supercharged, see that intake air cooling device works
Check that engine coolant circuit and temperatures is normal, if so
, the problem is simply fuel which is not burn completely at the combustion chamber due to 1&2 and high RPM still burn at the exhaust manifold, so back to 1&2 or perhaps engine needed to be microchip metered at high RPM fuel should be adjusted to enough quantity in order to burn just completely or may be there are solutions to this problem. (its a good research topic by the way, solutions to burn fuel completely at some microsecond time or at high speed) for gasoline, the less likely this would happen
