Decoupler on HHW System

I've used decouplers on large HVAC systems in the past, but I am having an issue with one installed on a smaller HHW system. When the second boiler comes on line the supply temperature to the boilers rises to the level that shuts off the boilers.

I suspect that my boiler pump pressure is over-riding my return pressure from the main HHW pump and short cycling too much hot water. Does this seem like a reasonable assertion or am I missing something?

I would need a detailed drawing with temps and pressures to make a guess...It's been my experience that when a system is malfunctioning that there has been a lack of maintenance though....does that sound reasonable?

It depends on the locations of the pumps and temperature switches (as SE says) and details of how it's controlled. Is "the supply temperature to the boilers" sensed by a switch in the common return pipe?
