Fuel tank for the now defunct space shuttle. These tanks were fabricated new for each launch. The rust color is paint primer. In the original design they were supposed to be also white but the added weight of white paint was deemed not necessary. Particularly since a new tank would be used on every launch.

the pic going through the streets of LA shows the last shuttle going to it's new home. LA was going to fabricate a dummy tank for the final display, NASA stepped up and offered up "the real deal" seen in my 1st pic.http://californiasciencecenter.org/exhibits/air-space/space-shuttle-endeavour and you are correct ANY shuttle pic with a white tank was the 1st flight.

I would think they could paint it white now that we don't use them for anything but museum displays anymore.
