Product specification writing for the construction industry

One advantage to a base bid product spec allows the designer to be very specific but creates a problem with the tendering process (less competitive). However, an advantage of the performance product spec allows for greatest amount of competitive bids but exposes designer to wider rules of interpretation.

I am curious to know what is your preference 1) writing general performance product spec's or 2) base bid product spec's?

We always write performance based specifications as they allow the bidders to be more creative and utilize their design expertise. This flexibility fosters more competition and gives us different approaches to consider - some that we would never think of.
