I am told by several quality managers in Printed Circuit Board Fabrication and Assembly coming off expatriot assignments in China that there are two sets of books in quality reporting:
1) The official reported scrap rate for PCB/PWB and PCBA. This is comparable to those of the U.S., European, Japanese, and "tiger countries".
2) The true scrap rate, which is terrible due to an over-emphasis on production (Maoist hangover).
Question: Is there a way to extrapolate the true level of throughput by estimating the amount of laminate and bare PCB board being exported to China PCB board fab and assembly shops, and the quantity of product being exported? I am advised that the European, U.S. and Japanese laminate / flexible PCB substrate manufacturers are making a killing.
