Elevator pit water from caisson !!

The source of ingress seems to be from the caisson around the hydrolic tube underground, cracked perhaps, but why is it under pressure? Water literally gushes forth when the cap is removed. The under slab drainage cistern nearby has a water level lower than the floor of the elevator pit.

Does the hydraulic cylinder in the caisson occupy a fixed vollume, or does it ride up and down within the caisson? Can the hydraulic cylinder pressurize the water within the caisson?

Interesting dilemma!

There would need to be an unusual sub soil condition for some artesian to seend his water into a elevator cylinder and not into a nearby sub drain. Of course those artesians are known to be pretty sly. He may have snuck in after construction was finished.

What are under ground conditions for the area?
