Linking Operating Systems to Web Sites?

is it possible to link an operating system with a web site, for example is it possible to link google with windows, that is like windows has a folder my computer on desktop is it possible to have folder called google on desktop and once u click on it it goes to the site and things like that (not creating a shortcut to internet explorer), hope u understand what i mean.

Its not a folder, its a shortcut in windows.

Create a new shortcut and type in http://www.google.com in location.
