Another possibility is that your digital camera adjusted its color balance in the interval between the first and later photos due to changes in the ambient light (brightness/directness of sunlight, shadows, cloudiness, etc.). Haven't you ever taken several photos of the same thing from different angles or at different times and had the colors look vastly different (sometimes more saturated, sometimes paler or less intense)? This could have been happening here.
But I agree also with the possibility of window tint affecting the color rendition. You will note that the guy has one of the little pine tree air fresheners hanging from his rear-view mirror, a sure sign of a smoker in the car. He could have opened the window later to have a cigarette, so you saw normal flesh tones.
