ANSI C12.1 Insulation Test 15

This is an extract from ANSI C12.1 Standard Test 15 Insulation

"With the meter voltage and current circuits de-energized, the insulation between current-carrying parts of separate circuits and between current-carrying parts and other metallic parts shall be capable of withstanding the application of a sinusoidal voltage of 2.5 kV rms, 60 Hz for one minute. The input circuit of the pulse initiators with independent power supplies shall be tested at 1.5 kV rms, 60 Hz for one minute. For both the 1.5 and 2.5 kV rms test, the leakage current shall not exceed 0.005 amps per circuit. Low-voltage electronic circuits, operating at less than 30 V rms, 42.6 V peak, or 60 V DC, and all output relay terminals, shall not be subjected to this test. Components providing a path in parallel with the insulation to be tested, such as discharge resistors for filter capacitors, voltage limiting devices, or surge suppressors, should be disconnected. For selfcontained meter forms, any potential circuit burden that cannot be isolated by means of test links may be isolated by disconnection or other appropriate means"

We have a L2 EVSE product with inbuilt metering that has to conform to ANSI C12.1 standard.

While going through the standard it is mentioned 2.5kV High voltage to be applied between current carrying parts of separate circuits and between current-carrying parts and other metallic parts within the unit.

Can someone explain whether the low voltage parts that are not part of metering but they are in the unit for a different functionality to be subjected to such high voltages?

There is no way all the control circuits can manage 2.5kV for a minute in this circuit.

In these cases, we would tie all the low voltage terminations together to ground to protect them.
