Motorized MCCB

For a motorized MCCB used as an incomer:

a) The MCCB should be capable of rack-in/rack-out operation with the door closed.

b) The door should not be openable when the MCCB is in the ON position.

One vendor states that for a motorized MCCB, requirement (a) cannot be achieved, but requirement (b) can be achieved. Another vendor states that requirement (a) can be achieved, but requirement (b) cannot be achieved.

What are your thoughts on this?

Those are not mutually exclusive conditions.

There could be some ambiguity for some in the wording of those conditions, as you stated them, not openable. Perhaps interlocked might be more appropriate, with your expected action or reaction, such as, if you open the door, the breaker will trip.
