Problem in Axial Piston Pump

Assuming that the pump is still running, ie pressure is available at the speed control valve, your valve is leaking. If there is no valve, as in your pump directly feeds the motor, the pump is not at zero displacement when you are commanding zero speed.

There should be a null adjustment to ensure the swash plate is actually at zero. If the control valve is worn some designs also have an adjustable null to compensate.
