Perpetual Motion Machine

I recall a story on the news 20 yrs or so ago. This inventor had a "perpetual" motion machine that stole from the earths rotation or magnetic field or something. It was about the size of a lawn tractor enclosed in what looked like a dishwasher and was comprised of some rotating cylinders as I recall. 20 minutes on the web and I couldn't find any reference to it. Can anyone help; it's bugging me now...
