Restricted Earth Fault Relay

WHY REQUIRE RESTRICTED EARTH FaULT RELAY?

Is there any rule applicable in transformer rating after crossing this rating we can use this restricted earth fault relay..As like in differential relay(applicable for after 10 MVA Trafo as per IE rule )

Using of 87T is normal after 1MVA not 10 MVA.Also I think 87T and REF shall be used with similar criteria. Of course the REF usually applied to solidly earthed transformers.
