How can I Determine the minimum nominal diameter, assuming steady torsion and fully reversed bending. Given data, the shaft consists of spur gears and pulley, the radial component of the gear force is inclined at 30 degree to the horizontal and the pulley is horizontal. The shaft transmits 10kW POWER at 1000rpm. tension in the tight side is three times the tension in the slack side for the pulley. The radii of the fillet at the gear and pulley shoulders is 3mm. The pitch circle diameter of the 20 degree pressure angle spur gear is 200mm and the pulley diameter is 250mm.. The masses of the gear and the pulley are 8kg and 10 kg respectively. Indurence limit= 189kPa and yield stress= 300kPa. factor of safety= 2.0

Sounds like a question on a test. You aren't in the right forum
