I have received the invitation to form a delegation from Uruguay but my basic interests took me to propose the inclusion of two new subjects:
(A) Job hunt and labour policies.
(B) Education in engineering and the national technology policy.
The analysis of labour insertion should study the problems of the first job hunt, the losing of vocation and the misunderstanding of the role of the engineer.
The education in engineering topic should start by asking if we are training engineers to hold positions currently available at the market or to act as entrepreneurs and developers. As I see it, most countries have stated the latter and did the first.
Any latinamerican engineer interested in participating at the congress should check the website. I am posting this just to invite any person who is interested in the topics I described. The organizers of the congress asked me to find people who would be interested in integrating a discussion board for a public debate on the issues.
