The real problem is why did this .PDF make it into the hands of someone who shouldn't be looking at the unclassified document anyway? They would have had the same problem if someone dropped a physical copy or left it in an unsecured location. People need to understand that every electronic copy is like a giving anyone who sees it 5 minutes with a photocopier and an unlimited number of stamped envelopes.
