According to the CIA World Fact Book, there are about as many internet hosts in the US as there are users (195k vs 204k). How is this possible? http://www.cia.gov/cia/publications/factbook/geos/ us.html

I think not all hosts will have a user, for instance a Storage Area Network (SAN) would have a host address yet wouldn't have a user that accessed the webfrom that address. Web Hosting servers as well. I think it's just coincidental that the two numbers are close and I would expect the web address number to grow much more quickly in the future.

204,000 users? That has to be a misprint. There are more users than that in any single U.S. city.

Well, no, but I wonder where they get the figures from. Read the original document and it's 204 million. But I wonder where they get these figures from - I just heard that the population of the states passed 300 million... Idem for the UK - 38 million users for a population of 60 million. That's 2/3 of the populace, which I find hard to believe. Do they mean regular users, folk who have surfed one time, or mail addresses, of which I have several? Do I count as an additional person if I connect at the library as well as at home? Hmmm...

The CIA Factbook's own explanation:

Internet hosts
This entry lists the number of Internet hosts available within a country. An Internet host is a computer connected directly to the Internet; normally an Internet Service Provider's (ISP) computer is a host. Internet users may use either a hard-wired terminal, at an institution with a mainframe computer connected directly to the Internet, or may connect remotely by way of a modem via telephone line, cable, or satellite to the Internet Service Provider's host computer. The number of hosts is one indicator of the extent of Internet connectivity.

Internet users
This entry gives the number of users within a country that access the Internet. Statistics vary from country to country and may include users who access the Internet at least several times a week to those who access it only once within a period of several months.
