If we got a new invention, whom I have to submit the report (like foreign universities & Research centers) ? Direct me if my area of invention is Electrochemistry?
IF you have a new invention...you don't submit a report, except maybe to your boss or whoever commissioned your work.
Discuss it with a patent lawyer or a potential customer...but don't reveal the details.
Decide if you think it is valuable.
Only release a report and the details if you want to make it freely available.... If so post it on the web under the auspices of your company, a university or an appropriate journal.
