In a sub station or anywhere near electrical installation the ground fault current flow results in voltage gradients on the the surface of the earth near the vicinity of grounding system.The voltage that exists between the feet of a person standing on such a ground is step pottential and the voltage that exists between the hand touching a frame of the electrical equipment and the ground is touch pottential. Earth mats are used to limit the step and touch pottential. So particularly in a substation it is better to take small steps .4 legged animals are prone to heavy shock.
