Mechanical hydraulic governor question

I need to know that can a mechanical hydraulic governor on an engine run in parallel operation with a engine that has a electronic control governor, the totalk generation is being given to the national grid where there is frequent jumps of frequencies that move between 58 to 62 Hz where the norminal frequency is 60 Hz

They should be able to, as long as you have a controller that can balance the load of the two different systems. The reaction times are similar and response times are more affected by engine size then differences in type of governor.

If the mass of the moving parts are significantly different, there will be a tendency of the lighter engine (faster response) to try and take all the load , while the other will simply free wheel.(follow)
