If they are trying to make ferro manganese, than it is as a constituent.
Manganese is added to steels inorder to tie up the small amounts of sulfur so thatat rolling temperatures it is not available to chemically react with the iron and form pyrites which are not ductile at rolling temperatures. Thhus the steel without manganese would crack in hot rlling. this is called "hot short."
The manganese sulfides that are formed areinclusions in the steel, and are what promote machining thrugh maintenance of a built up edge on the tool.
