Wanted: Low Friction Ceramic Bearings - Size 681XZZ

I am Looking for a ceramic bearing in that size 681XZZ. I am also wondering If a ceramic bearing would be the smoothest most free rolling option. I also Don't really want to order them from china. Because It probably will be very expensive. Any one know where I could get them somewhere else. I am only 17 so respond In somewhat normal English. I also have another question would a abec 9 bearing be smoother than a abec 1 bearing. I know they would not be any different in speed.
