I'm trying to establish at what pressure would an owner consider ASME B31.3 piping to be classed as "High Pressure"?

The piping is not carring a dangerous fluid.

ASME has come out with another high pressure piping code which starts at 10,000 psi. would it be logical for a well designed system operating at less than 10,000 psi not to be considered as high pressure piping?

read up on catagories in B31.3, it defines the fluid type first. Next, what different does it make, once the pressure is over 1 psig, its covered by the standard.
