I am utilizing a 46 Inch LCD in a Gaming Machine(Slot Machine) and one of the tests done by the Gaming Labs is to shock the LCD with up to +- 27000 volts to test whether the LCD recovers. My problem is it does not and I suspect a grounding issue but I am not sure.

Is the test a simulated discharge from a human..e.g like a static charge when you get out of the car. There are standard tests for this and if you have a problem it is probably a grounding issue. You can probably get a conductive mest or overlay to protect the screen which is virtually transparent and can be tied down to chassis/ground using short thick cables. easiest solution is to have th whole cabinet covered in a thin metal outer layer which is grounded, this way any display mounting and screen will be earthed all the way around.

These problems can be a pig to solve, sometimes just moving a ground connection a few inches can solve the problem.

But first make sure it is a valid ESD test (Electro Static Discharge). One cheap trick is to use a Piezo electric gas lighter as a test tool .

This is a test to simulate a static charge and also a hit from a Taser, Cattle prod or similar. They claim and I have heard of this that sometimes people walk around with cattle prods and shock games to try and get them to pay out. I have tried running seperate grround wires all over this game. The test is that they shock it and it must recover on it's own without having to power the LCD off then back on and that is currently what I must do. The LCD goes Black and then power off/on it comes back.

Basically after the shock it must come back to it's original condition without resetting or power clearing. We have spoken with the OM and of course they cannot get it to do the same in there test facility.

Have you spoken to the LCD manufacturer with your concerns, maybe they could have some ideas, as no doubt they help you, you buy more LCD's from them, both in a good money making deal

Yes we have spoken with them, we are in the process of possibly having one of their engineers come to Vegas to help us, but I was hoping to avoid that expense and get this issue resolved on my own. When they do their tests in house they have no problems. Go figure...

Any chance of having a seperate ESD lexan/polycarb panel infront of the main viewing screen, also as wetness protection from the odd beer/coke that a disgruntled player throws at the screen?

Actually the Manufacturer puts one on in the manufacturing process, the shock is ging thru this directly to the frame I think. Not sure about this.
