how much rpm's dose the fly wheel have to be at for a car to run

Depends what you mean by 'run'
Tick over is about say 500rpm cruise at 2000rpm.

Can I assume your car doesn't have a tachometer? (rev counter as it is erroneously usually known?)

Usually about 200-300 rpm needs to be present for fuel system to dump enough gas into the cylinders to pickup the rest of the speed. Lowest idle should be around 550 and nominally is 600-800 rpm.

This engine has a 79 rpm limit. Minimum rpm will be somewhat slower .http://www.wartsila.com/Wartsila/global/docs/en/ship_power/media_publications/brochures/product/engines/low_speed/rta84t_tr.pdf

Formula 1 engines run at 19,000 rpm.
