Joint Venture Business in Saudi Arabia

I am a freelance Mechanical Projects Consultant .One of my client from Saudi Arabia is interested in going for Joint Venture /association for manufactureing Pressure Vessels, Heat Exchangers ,Sorage Tanks etc.

where is the factory? in saudi or any other country can be done?
