Have seen lot many engineers using this P. Engg. title after their names specially peeps from asia, what does it mean and how to secure a P. Engg., anybody?

Licensed Professional engineer, which is typically regulated by your local government. Where are you? If you are in the USA go to you state website for professional engineering and you can find the requirements, or if you want to know about the US test go to the NCEES website.
